Inventory/Surplus Property

This guide is intended as a reference for inventory and surplus property procedures.

Inventory

Items purchased by DSU must total $5,000 or more to be assigned a property tag. If the items are composed of multiple pieces, the unit must function as a whole to be tagged. For example, modular cubicle office furniture โ€“ adding multiple pieces of the desk together may total over $5,000 but individual pieces could be removed and attached to another desk, changing the value.

For items under $5,000 a property tag is not issued. Each department is responsible for tracking their own inventory under $5,000.00.

Surplus Property

Permission must be granted before contacting the Physical Plant for removal.

State property is defined as anything that is on the campus of Dakota State University.

*Note: It is against state law for state employees to purchase or take home state property.
5-24A-15. Donations prohibited--Exception. Except as provided in ยง 5-24A-8, donations of state property to any private individual, for-profit organization, or state employee is prohibited. The sale of state property to any state employee is prohibited unless items are sold at public auctions.

Disposal/Recycle

If a department wishes to dispose or recycle any state property they must get permission first. This requires the department to e-mail surplusproperty@dsu.edu with an item description, approximate age, condition and reason for disposal (picture if possible). Please be as descriptive as possible. The Business Office will then forward your request to Property Management for approval. Once the approval is granted the Business Office will let the department know that the item can be disposed or recycled. Response time is typically 1-2 days.

Donation

If a department can no longer use an item but it still works, the item can be donated. State property can be donated to school districts, city, country, churches or non-profits. This requires the department to e-mail surplusproperty@dsu.edu with an item description, approximate age, condition and reason for disposal (picture if possible). Please be as descriptive as possible. The Business Office will then forward your request to Property Management for approval. Once the approval is granted the Business Office will let the department know that the item can be donated. Response time is typically 1-2 days.

Sale

If a department can no longer can use an item but it still works and could be used by others the university can sell it. Send an e-mail to surplusproperty@dsu.edu with an item description, approximate age, condition and picture of the item. The Business Office and Property Management in Pierre will decide the best course of action for sale. If another agency cannot be found to take the items it will go up on a surplus web site for 90 days. If it does not sell, it will go to one of five surplus auctions around the state.
