DSU Announces Vice President for University Advancement

Dakota State University President Dr. Doug Knowlton announced the hiring of Judith M. Payne as Vice President for Advancement. Payne will lead the Office for University Advancement which includes the DSU Foundation, Alumni Association, Government Relations, University Public Relations and E-Communications efforts.

Payne is a 1981 graduate of Dakota State and most recently worked for Black Hills Special Services Cooperative. In 2005, Governor Mike Rounds appointed her Secretary of the Department of Transportation where she served until 2007. She began her service to the state of South Dakota in 1981 when she was named first Assistant to the Secretary, then Deputy Secretary, and finally Secretary of Revenue under Governor Bill Janklow. In 1987, she was asked by Governor George Mickelson to develop, implement and administer a risk management program for the State of South Dakota. During her tenure as State Risk Manager, she also developed and served as Executive Director of the Public Entity Pool for Liability, a comprehensive self-insurance liability coverage program for state employees, elected officials, constitutional officers and state board and commission members.

Payne accepted the position as Vice President for Advancement at a time when the University is in the beginning stages of its first capital campaign. DSU President Doug Knowlton is pleased to have someone with Payne's experience in place as the campaign continues. "Through the progressively responsible positions Judy has held with the State of South Dakota, she has demonstrated high level skills in management, leadership, strategic planning and fiscal responsibility," says Knowlton. "Her experience includes working with lawmakers at the State and Federal levels and serving on a variety of national organizations' executive committees. She has been nationally recognized for her work in the risk management field. Coupled with this experience, Judy's passion for service and a job well done will be a great asset for DSU."

Prior to moving to Pierre, Payne worked in the office of Wenk Foods. She was active in community, church and political affairs serving on the Education Committee of the Madison Chamber of Commerce, the Board of the Madison Community College Arts Association, founder of the Lake County Domestic Violence Task Force, serving as Lake County Committeewoman for the Republican Party and active in Business and Professional Women and St. Thomas Altar Society. She was appointed by Governor Janklow to the Commission on the Status of Women and appointed by Governor Janklow and re-appointed by Governor Mickelson to the SD Commission on Child Support. She was also a founder of the South Dakota chapter of the National Women's Political Caucus and of Outdoor Women of South Dakota.

Payne has served on the Dakota State University Foundation Board of Trustees since 2006. She will officially begin her duties as Vice President for Advancement at Dakota State April 13. She takes over from former Development Director Chris Giles who left the position to resume a private law practice in Madison.
